Waynewood: A great place to call home

Among the neighborhoods south of Old Town Alexandria off the George Washington Parkway, Waynewood stands out as an affordable and well-established community. Constructed in the late 1950s on 300 acres of the original Mount Vernon estate known as River Farm, the neighborhood defines the epitome of an American suburb.

"Our homes hold value here, and not because they are architecturally superior, but because it's a great place to call home," said long-time resident and Coldwell banker agent Lyssa Seward. "It's a wonderful neighborhood, due to its schools, wonderful location, and strong sense of community."

Amenities abound in Waynewood. You can walk to Hollin Hall shopping center and visit the Variety Store -- a local institution that will take you back in time to a 1960s-style five-and-dime store. You can hike along the bike path, launch a kayak into the Potomac River, or have a picnic in Fort Hunt Park.

During a recent hiatus from winter weather, kids played basketball and enjoyed the expansive playground at the neighborhood recreation area -- a facility that also includes a pool, tennis courts, and an open field.

"There are children, residents, and dogs frequently enjoying this treasure in nice weather," said Seward.

The 700 homes are mostly split-level in construction situated on spacious and well-manicured lawns -- with some colonials and new construction sprinkled in. Many of them feature a walk-in fourth level that has been finished for additional living space. The houses, situated on streets that gently wind through an insular network of tree-lined lanes, remain in the affordable $500,000 to $700,000 range.

The citizens association hosts several annual events including a holiday party and a July 4th parade and celebration. There's also a garden club, a recreation association, and a scholarship fund for two graduating high school seniors each year. The schools -- Waynewood Elementary, Carl Sandburg Middle, and West Potomac High -- are some of the area's best.

Many children raised in Waynewood move back when they begin their own families giving the enclave a varied, multigenerational population comprising original residents, young families, and those with grown children.

"I am second generation Waynewood," said Marilyn Geiger. "My parents were original owners, who purchased their house in 1963. Some 23 years later, I purchased the house next door to my parents."
The residents are involved and caring, and the neighborhood has the feel of a small town in a huge metropolitan area with mature trees, well kept homes, and a general feeling of safety.
"Whether it is walking into the grocery store and being greeted by someone who has known you since high school, or being greeted by name at the local gas station, we have seen families come and go, and lots of families return to Waynewood, because it is a very special place to live."

And after more than three years of a painful housing swoon, real estate experts predict that lower prices, attractive mortgage rates, and a tax perk from Uncle Sam will create the most vibrant spring home selling season in some time. "This is going to be probably the most pleasant experience for a home seller in the last four or five years," says Mike Larson of Weiss Research. "If you have been beating your head against a wall, this is going to feel a lot better." But even if the market does perk up, buyers are likely to retain the upper hand throughout 2010. So to help property owners get the best selling price they can--without burying themselves in expenses--U.S. News has created a list of 10 cheap ways to boost a home's sales price by spring:

1. Retouch the front shell
If your property's exterior isn't appealing, no one will want to see your newly remodeled kitchen. So property sellers must first ensure that their home projects a cozy, inviting feeling. "The shell--the outside front--is probably the most important area for improvement, the area where you can make the biggest improvement with the smallest amount of cash," says Pat Lashinsky, the president and CEO of ZipRealty. Touching up the paint on the front-entry portion of the house can be an inexpensive but effective way to make the entire property more inviting, Lashinsky says. "Really focus on that outside, external shell," he says. "You would be amazed by the amount of people that drive by a house and say, 'Ah, that's not for me.' And they can tell just by the way the upkeep and the outside looks.
2. Trim the greenery
Ensuring that the lawn, hedges, and flowers are well maintained helps make your home more alluring to prospective buyers as well. Property owners can hire professional landscapers or break out the lawn mower and get busy themselves. "Many people have landscaping that is overgrown and too heavy, and it is concealing a lot of the house," says Paul Zuch, the president of Capital Improvements. "Trim the trees, trim the hedges ... [and] add a little color to the flower beds."

3. Paint the interior
Putting a fresh coat of paint on the home's interior is a cost-effective way for sellers to make their home more appealing to buyers, says Ron Phipps, a broker with Phipps Realty in Warwick, R.I. But when choosing the color, homeowners should be conservative. "The caution is that your favorite color may not be the favorite color of the buyer." Instead, homeowners are best off using neutral colors, Phipps says. "Go with something that is a very light yellow or a light cream with a contrasting white, so it just looks very fresh and crisp . ... Having the paint in good condition is almost more important than the color."

4. Don't forget the floors
Improving the condition of a home's flooring is also a smart move for sellers--and you don't need to refinish wood floors or install new carpets to make them more attractive. "If it's a hardwood [floor], has the floor been buffed?" says David Lupberger, a home improvement expert with ServiceMagic.com. "If you have carpets, have the carpets been cleaned?"

5. Make all major repairs
Because tighter lending standards demand higher down payments, today's home buyers won't have much cash left over for improvements once they've made their purchase. So it's imperative for sellers to make all major home repairs--fixing the leaky roof, rebuilding the front stoop--before they put the property on the market. "Repairs can't be ignored, because nobody has any extra money," Phipps says. To determine what needs to be done, property owners can scrutinize their homes themselves or bring in a home inspector to examine the property professionally. "The home inspection piece I think is something that is a huge value, particularly if there is something that is a question," Phipps says.

6. Put appliances under warranty
To give buyers more confidence in a home's appliances, Phipps recommends that sellers put them under warranty. Sellers can buy home warranties--which cover repair and replacement costs for many home appliances--from several different firms. "If I have got a 40- or 50-year-old house, it is going to be harder for me to persuade a first-time home buyer with a limited amount of cash to buy it because they will say, 'Well, what happens if something breaks down?' " Phipps says. "If I have a home warranty ... that solves that problem."

7. Make energy-efficient home improvements
Increasing your home's energy efficiency is another good way to make your property more attractive to buyers. Many such improvements--such as new windows or better insulation--come with federal tax benefits. In addition, a growing awareness of human impact on the environment means homes that have these upgrades will stand out from other listings. "If you have some cruddy old windows that are leaky and just not energy efficient, you can put in new replacement windows and take advantage of the tax credit," Zuch says. "It's not green washing. Those are really practical things that make your house more sellable." Many contractors will conduct a so-called energy audit free of charge to determine where efficiencies can be created, Zuch says. "If your house is more energy efficient-you use less energy, it's better insulated-it is going to be more desirable for a potential buyer," he says.

8. New light fixtures
Replacing old or broken light fixtures with new ones can also be a low-cost way to add value, Lupberger says. Installing a nice new light fixture in the foyer near the home's entrance can be a particular benefit, he said, because it can make a strong first impression on would-be buyers. Creating an inviting feeling in the interior entryway, in turn, helps get home shoppers more interested in checking out the rest of the property. "I am not going to redo the house," Lupberger says. "But I can update those features so that somebody can walk in and say, 'You know what? [the homeowners] took care of this.'"

9. New stove in the kitchen
While some homeowners might think the only way to jazz up a dated kitchen is a full-on remodeling job, Lashinsky recommends a much less costly alternative: buying a new stove. "If there is an updated stove in the kitchen, it is amazing how that draws people in, and people say, 'Wow, this kitchen is going to be great,' " Lashinsky says. While upscale homeowners may have to shell out for top-of-the-line appliances to maintain their kitchen's décor, others can budget well under $1,000 for the upgrade. "You can get a really nice stove for $700 or $800," Lashinsky says. "You can basically have the look of a new kitchen that is going to be really enticing to someone-and what you are really trying to do is differentiate your house from somebody else's."

Property owners in neighborhoods where most homes have granite countertops can consider making this upgrade as well. But Lupberger says the project makes sense only for homeowners with extremely dated kitchens that are going to serve as a serious impediment to finding a buyer. A real estate agent with experience in the local market can help you determine whether or not the upgrade is essential, he says.

10. Freshen up the bathrooms
Getting rid of mildew stains on the bathroom caulking can boost a home's appeal as well. Such stains "scream, 'These people haven't taken care of this house. It's going to be a money pit,' " Zuch says. Use a razor blade to remove the old caulk, and replace it with new, mildew-resistant caulk, Zuch says. And rather than remodeling the entire space, homeowners can reinvigorate a worn-down bathroom by replacing cracked sinks, Lupberger says.

Tickets are $12 per person and dog for a 40-minute Alexandria Seaport cruise. Boats leave at 7, 8, and 9 PM; reservations aren´t necessary, but space is limited. Popcorn and $3-to-$4 beers are available on the boat.
At Capitol Hill´s Union Pub (unionpubdc.com), dogs are allowed on the patio year-round, but on May 3 the pub will unveil its Pooches on the Patio-Saturday happy hours filled with dog treats and water for thirsty pups. Humans get $5 treats, too: mini-corndogs (five per bucket,) Flying Dog Tire Bite Golden Ale (which gives a portion of its proceeds to animal charities), and Dogtail Vineyards red and white wine, plus regular light-beer specials. When the official happy hour gets started, Union Pub will also invite pet-store owners and experts to give free seminars on how to keep dogs healthy.
The Hotel Monaco Alexandria (monaco-alexandria.com) in Old Town hosted a leash cutting ceremony Tuesday, April 15, to launch its doggie happy hour at 5:30 PM. Dogs and guests will chow down on treats and beverages in the hotel´s courtyard, served from the adjacent restaurant, Jackson 20. The happy hour will continue every Tuesday and Thursday from 5 to 8 until October. Across the street, Pat Troy´s Ireland´s Own (pattroysirishpub.com) has a patio to share with dogs-and a happy hour every day from 4 to 7 with half-off special on appetizers and drinks. Hungry for dinner? Dogs can dine as well with a their own menu: $3.95 for chopped chicken or burger, or lamb or beef stew-served with a bone
Doggie Style Bakery (doggiestylebakery.com) will team up with Adams Mill Bar and Grill in Adams Morgan to kick off doggy happy hours in the coming weeks. Adams Mill currently lets pets chill on the patio year-round, but Doggie Style will join in the fun Fridays from 4 to 7 once the weather gets a little warmer. People get $1 off almost everything and can gulp $3-to-$4 beers. Dogs get the real deals: The owner of Doggie Style will stop by with free baked goods, including cookies, party mix, cheese balls, ginger snaps, and raspberry brownies. All are made with special ingredients to be healthy for your dog. Water dishes are provided, too.Cantina Marina (cantinamarina.com) on the Southwest DC waterfront starts its week with a dog-friendly happy hour every Monday. History of Waynewood

WAYNEWOOD - A Brief History

2007 marks Waynewood’s 50 year Anniversary.

Did you know that you reside on historic property, property that was once part of
the Mount Vernon plantation?

Waynewood is situated on what was River Farm, one of five farms comprising
the Mount Vernon plantation.

In 1754, when George Washington became the sole owner of Mount Vernon, he
began acquiring additional tracts until the plantation grew in size from the
original 2,126 acres to more than 8,000 acres.

The five farms, all highly developed and well-cultivated, were known as Mansion House Farm, Union Farm, Muddy Hole Farm, Dogue Run Farm, and River Farm. River Farm consisted of 1,806 acres and was purchased in 1769.

Using present day landmarks, the original farm was roughly bounded on the north by what is now "Wellington," to the east by the Potomac River, and running diagonally south and west, Little Hunting Creek.

George Washington granted a life interest in the northern section of River Farm (marked on his map as "Wellington Farm") to Tobias Lear, who was his private secretary and tutor to the Washington grandchildren. Lear married Mrs. Washington's niece, Fannie Bassett, and was considered a relative.

After Lear's death in 1816, ownership of the farm reverted to two of Washington's great-nephews, who, in 1859, sold 652 acres of the northern boundary of River Farm to Stacy H. Snowden, a Quaker from New Jersey. The Stacy Snowden property, known as "Collingwood," extended south from Wellington and included a large tract stretching west from the Potomac River to Fort Hunt Road. Joining the Charles Wilkins' farm to the south ("Grassymeade"), this is approximately the site of the present Waynewood subdivision.

An electric car line, established in 1892, ran from Washington, DC to Mount Vernon until the George Washington Memorial Parkway opened in 1932. In 1906, the railway hauled 1,732,734 passengers; and averaged about 26 passenger trains and four freight trains daily between Washington and Mount Vernon.

In addition to the Waynewood subdivision, two stately and historic old mansions, now restored and modernized, stand on the original River Farm property. The Tobias Lear home, "Wellington," at 7931 East Boulevard Drive, was built in 1740, and is now the headquarters for the American Horticultural Society.

The earliest part of "Collingwood," located at 8301 East Boulevard Drive, was built in 1785. Today it is headquarters for National Sojourners, Inc., an organization of active and retired military officers who are Master Masons. It also houses the Collingwood Library and Museum on Americanism. Both properties are open to the public.

Our subdivision was developed by Clarence W. Gosnell, Inc., and consists of approximately 301 acres, which had been acquired from five separate owners. The community was formally opened in 1957. Please enjoy the following pages taken from the original sales brochure for Waynewood.


CONTROVERSY OVER THE ORIGIN OF
WAYNEWOOD’S NAME

As published in the 1999 Waynewood Directory, it was reported that Mrs.
Gosnell, widow of the late Clarence Gosnell, once told residents of our
community that Waynewood was named for General ‘Mad Anthony’ Wayne.
This prompted a lively debate and discussion among Waynewood citizens
regarding the naming, and the fact that Gen. Anthony served the majority of
his career active in the mid-West. Further research found an edition of a
Bicentennial Newspaper from the Alexandria Gazette of 1931 (summarized
below), which emphasized the close friendship between General Anthony
Wayne and President George Washington.

Anthony Wayne was born on January 1, 1745 in Easttown, Pa. During the winter at Valley Forge, Wayne was given the responsibility of securing supplies for the Continental Army. Much of this was obtained from raids into the British line. When Clinton led his army from Philadelphia, Wayne hung on the rear of the English and wherever he went there was always a fight. This young officer was indeed a dangerous foe. In the heated engagement at Monmouth, Wayne’s efforts, perhaps more than those of any other man except Washington, saved the Americans from disaster.

Wayne is often referred to as the hero of Stony Point due to spectacular exploits on July 18, 1776, when he stormed the British garrison at Stony Point and at bayonet point, forced the surrender of a fort which had been considered impregnable.

Early in 1761, Wayne was ordered by Washington to join Lafayette in Virginia where he refused to be
intimidated by Lord Cornwallis. Wayne seriously hampered the British movements and in the engagement at Green Springs, he was opposed by the entire British force. It was here that he demonstrated his great ability as a general.

Following Yorktown, Wayne was sent to the South where he continued active until the British had been driven out. After the war, he returned to Pennsylvania and resumed his civil life. He was a member of the Convention which ratified the Constitution.

In 1782, President Washington commissioned Wayne General-in-Chief of the American Army with the rank of Major-General. He was sent to the Northwest to subjugate the Indians. He marched into a hostile territory, built three forts and offered the Indians peace. The Indians refused, and on August 20, 1794, the two forces met at the Battle of Fallen Timbers. Wayne defeated the Indians, and destroyed their villages
for miles around.

Wayne returned to Pennsylvania from his last battle but was soon appointed by Washington as commissioner to treaty with the Indians. While on this mission, he became ill and died at Presque Lake, now Erie, PA on December 15, 1796.

Loved and esteemed by all his countrymen, a life-long friend of George Washington, no man rendered more than this dashing, fearless Pennsylvanian. Many times the Commander-in-Chief commended him for his bravery and ability. “Mad Anthony” is said to have remarked that he would storm the gates of hell if
Washington would plan the assault.

FHA Loans and Appraisals

In order to ensure that FHA receives an accurate and thorough appraisal analysis, the inclusion of comparable listings and/or pending sales is required in appraisals of properties that are located in declining markets. Specifically, the appraiser must:Include a minimum of two active listings or pending sales on the appraisal grid of the applicable appraisal reporting form in comparable 4-6 position or higher (in addition to the three settled sales).Insure that active listings and pending sales are market tested and have reasonable market exposure to avoid the use of over priced properties as comparables. Reasonable market exposure is reflected by typical marketing times for the neighborhood. The comparable listings should be truly comparable and the appraiser should bracket the listings using both dwelling size and sales price whenever possible.Adjust active listings to reflect list to sale price ratios for the market.Adjust pending sales to reflect the contract purchase price whenever possible or adjust pending sales to reflect list to sale price ratios.Include the original list price, any revised list prices, and total days on the market (DOM). Provide an explanation for DOM that do not approximate time frames reported in the Neighborhood section of the appraisal reporting form or that do not coincide with the DOM noted in the Market Conditions Addendum.Reconcile the adjusted values of active listings or pending sales with the adjusted values of the settled sales provided. If the adjusted values of the settled comparables are higher than the adjusted values of the active listings or pending sales, the appraiser must determine if a market condition adjustment is appropriate. The final value conclusion should not be based solely on the comparable listing or pending sales data.Include an absorption rate analysis, which is critical to developing and supporting market trend conclusions, as mandated by the Market Conditions Addendum. For example, assuming 36 sales during a six month period, the absorption rate is 6 sales per month (36/6).Data RequirementsData regarding market trends is available from a number of local and nationwide sources. Appraisers must be diligent in using only impartial sources of data. · The appraiser must verify data via local parties to the transaction: agents, buyers, sellers, lenders, etc. (if the sale cannot be verified by a party then public records or other impartial data source that can be replicated may be used). A Multiple Listing Service (MLS) by itself is not considered a verification source.· Unacceptable data sources include local and national media and other sources considered not readily verifiable.
